« The key lesson is therefore the imperative of designing the land and tree tenure governance framework around the needs and motivations of end users. Because these end users and their needs are diverse, the framework needs to be flexible enough to respond to most of them, all while satisfying different government, industry and community priorities. This is no easy task but is the only way for tenure security to bring about its promised positive impact on the cocoa sector and contribute more broadly to sustainable development. »
